Rephrase confusing business rule: "not only" -> "does not contain"

PROBLEM SUMMARY:
The current label “not only” in business rules is misleading and technically incorrect (see screenshot).
Business rules can be triggered when a condition is not met (e.g., “Department is not Finance”). However, the wording “not only” implies something else (“not just this department”), which can cause confusion and misinterpretation.
SUGGESTION:
a. Replace “not only” with “does not include”, or
b. Remove “only” so it simply reads “not [department]”.
This would make the condition consistent with its actual function and prevent confusion.
