Filter entitlements\conditions based on existing Business Rules

We want to introduce the ability to filter entitlements (a combination of person & permission) in the rule mining report so that entitlements already covered by business rules are automatically hidden. This will reduce noise in the report and help users focus on entitlements and conditions that are not yet addressed by existing business rules.
Currently, the rule mining report displays all entitlements and conditions derived from imported target systems (accounts, account access, and permissions). This results in duplicate or irrelevant entries, since many of these entitlements are already managed by published or draft business rules. Users must manually distinguish between entitlements that are already governed and those that require attention, which adds complexity and increases the risk of oversight.
By filtering out entitlements that should already be assigned by business rules, we achieve:
- Reduced noise, by hiding entitlements already covered by draft or published business rules.
- Clearer insights, enabling users to focus only on entitlements and conditions not yet modeled in business rules.
- Accurate condition visibility, since conditions are only hidden when all of their entitlements are covered by business rules. If a condition contains entitlements only partially covered by rules, the full condition (including all permissions with remaining entitlements) remains visible.
