We would like to configure and view entitlements based on an organizational perspective. The current condition should determine the organizational view, which can then be extended with additional attributes and values such as department, title, and more.
This view should start with the condition that includes the largest number of people in scope and has the most entitlements configured—typically, this would be active contract. From there, users should see the closest and most relevant conditions first, such as the top 10 departments. The larger the number of people in scope, the higher the condition should appear in the hierarchy.
