Add active licenses in Elastic API

As a user I would like to be able to query the active (purchased) licenses from the Elastic API (or general API) to be able to compare it with the active licenses in use to be able to generate an alarm.

I'd like to expand on this. For some of our customers we have a cap count configured.

Next to the active licenses I would also like the configured cap count to be present in the (Elastic) API.
